One group of states which is controlled by a white supremacist dictatorship, have combined to form a country called the Federated States of America. The Federated States becomes a rogue nation which other governments are either unable or unwilling to confront. The Freedom Legion, an organization unaffiliated with any country, emerges to challenge the Federated States and chooses terrorism as its primary tactic. The story revolves around the acquisition of a weapon of mass destruction and the planned use of the weapon.
